Rooftop installations serve vital purposes. They house essential equipment for heating and cooling, energy generation, communications, and building systems. However, these same installations introduce multiple hazards:

  • Trip hazards: Raised conduit, low-profile solar panel mounts, exposed pipework, and even mounting hardware can create dangerous walking conditions. In poor lighting or icy conditions, these risks are multiplied.
  • Restricted movement: Rooftop layouts are often congested. The presence of clustered installations can limit safe walking paths, increase the likelihood of contact with hot surfaces or electrical equipment, and hinder rapid evacuation in emergencies.
  • Fall risks: The more time workers spend navigating complex rooftop layouts, the greater the risk of falling. This risk is particularly acute near unguarded roof edges, skylights, or access points.
  • Visibility challenges: Some installations are difficult to spot, especially in snow, fog, or low-light conditions. Cables and anchors may lie flat against the surface and blend into the background.
  • Maintenance frequency: High-traffic rooftops demand greater protection. HVAC servicing, solar panel cleaning, and antenna maintenance all mean more time spent at height. Frequent access increases cumulative exposure to hazards.

Key Safety Solutions for Rooftop Installations

Creating a safer rooftop begins with recognising that the danger lies not just in height, but in poor navigation and insufficient planning. Here are key strategies to improve rooftop safety around installations:

Defined Walkways

Installing rooftop walkways provides a designated path for foot traffic, reducing the need to step over obstructions. These systems can be elevated, grated for drainage, and textured for grip. In Ontario, these walkways may fall under CSA Z259.18-17 for anchorage connectors and walking-working surface systems.

Crossover Bridges

When installations cannot be routed away from traffic paths, crossover bridges offer a safe method of traversal. These are especially useful for HVAC ducts and cable trays. A compliant bridge ensures workers can cross over obstructions without stepping onto unstable or uneven surfaces.

Guardrails and Barriers

Installing permanent or temporary guardrails around roof edges, skylights, and critical installations helps prevent falls. According to the Ontario Occupational Health and Safety Act (OHSA), guardrails must meet specific strength and height requirements to be compliant. Details are outlined under O. Safe Access Points

No system is complete without proper training. All workers accessing rooftops must be educated on safe pathways, anchor use, and hazard awareness. Employers must document training and provide it in accordance with OHSA requirements.

Retrofitting Older Buildings for Rooftop Safety

Many buildings in Ontario predate modern height safety standards. Retrofitting is often necessary to bring these buildings up to code. This can involve installing walkways, guardrails, and fixed ladders, as well as redesigning rooftop layouts to reduce congestion.

While retrofitting can be complex, it is often more cost-effective than dealing with the consequences of a workplace injury. Proactively addressing risks also helps meet employer responsibilities under the OHSA.
